Bugs and patches for heasp v2.4

To rebuild heasp after installing a patch file in heacore/heasp do an hmake clean, hmake, and hmake install in that directory.

2.4a the python version of heasp produces a TypeError when using arrays. Reported by Stephane Paltini and added on Nov 28, 2022.

Patched source files are heasp.i, heasp.py, and heasp_wrap.cxx in the heasp/python directory. It is only necessary to do an hmake followed by hmake install in the heasp/python directory to fix this.
