Reorganization of OLD ASCA SIS matrices in the HEASARC CALDB

        Reorganization of some OLD ASCA SIS Response Matrices in the CALDB

At the request of the ASCA GOF at NASA/GSFC, a number of OLD detector
response matrices for the ASCA SIS formerly in
        /caldb/data/asca/sis/cpf/
will be MOVED & RENAMED tonight (1995 Dec 08) as follows:
   sis_small.rmf   -->  /caldb/data/asca/sis/cpf/93mar05/sis_small.rsp
   s0c0_1024.rmf   -->  /caldb/data/asca/sis/cpf/93apr22/s0c0_1024.rsp

... This change is primarily to reduce the risk of confusion to users
who refuse to read any documentation ...
... Again, we stress that these are OLD matrices which generally should not
be used by most PIs.
