The U.S. site to retrieve the AO-8 accepted target list can be found

or via anonymous FTP to legacy.gsfc.nasa.gov

cd rosat/timelines/

and retrieve the file ao8.targets .

The last half of the ao7 long-term timeline (pt3 & pt4) is also 
available from the same location.
