UPDATE TO ASCA/GIS calibration database

The ASCA project has released new GIS night earth background files.  The
new files are located in the HEASARC
Calibration Database (CALDB) in the directory 

ftp://legacy.gsfc.nasa.gov/caldb/data/asca/gis/bcf/bgd/night_earth_1999/

Note that some of these files are stored in compressed (GZIP) form; this should
be transparent to the current FTOOLS (FTOOLS version 4.2).  

CALDB users who already have the ASCA CALDB installed can simply
download this directory to
$CALDB/data/asca/gis/bcf/bgd

and replace the GIS calibration index file $CALDB/data/asca/gis/caldb.indx
with the updated GIS calibration index file
ftp://legacy.gsfc.nasa.gov/caldb/data/asca/gis/caldb.indx
